Tonight: second presidential debate; ‘The Men Who Built America’; ‘Dancing With the Stars’

The second presidential debate is the night’s most anticipated program. President Barack Obama and Gov. Mitt Romney meet in the town hall format. CNN’s Candy Crowley moderates at 9 across cable news channels and major broadcast networks. The post-debate analyses start at 10:30 and will continue for days to come.

On the entertainment front Tuesday night:

1. The “Dancing With the Stars” results show switches to its new time slot at 8 p.m. on ABC. Susan Boyle and Donny Osmond will sing. Another celebrity is dropped. I think Sabrina Bryan and Melissa Rycroft are most vulnerable even though Bristol Palin and Kirstie Alley earned lower judges’ scores. Could Karnia Smirnoff’s agony over her fall Monday night cost Apolo Anton Ohno?

2. Also at 8, NBC serves a new installment of “The Voice.” Fox offers fresh episodes of “Raising Hope” and “Ben and Kate.” The CW delivers a new episode of “Hart of Dixie.” But CBS is going with an “NCIS: Los Angeles” rerun, which replaces a previously announced “NCIS” repeat.

3. The CW rolls out the series premiere of “Emily Owens, M.D.” at 9. This medical drama leans heavily on the appeal of Mamie Gummer, who has an offbeat charm as the chatty lead character. Emily must deal with nasty colleagues, an overbearing boss and a crush on a handsome physician. The drama has earned many scathing reviews, but “Emily Owens” is so routine that it hardly merits the drubbing.

4. History starts ‘The Men Who Built America,” a lavish, eight-hour series at 9. The series examines the influence and careers of John D. Rockefeller, Cornelius Vanderbilt, Andrew Carnegie, Henry Ford and J.P. Morgan. The program mixes re-enactments with interviews. Mark Cuban, Alan Greenspan, Charles Schwab, Jack Welch and Steve Wozniak weigh in on the corporate titans. You get the first two hours Tuesday.

5. Other cable channels will throw new fare against the presidential debate. The New York Yankees and the Detroit Tigers play Game 3 of the American League Championship Series at 8 p.m. ET on TBS. MTV offers its new comedy “Underemployed” at 10. FX deliers a fresh episode of “Sons of Anarchy” at 10. USA counters with a new “Covert Affairs” at 10.

But the presidential debate is the main event this evening.
